Technically, a baking sheet is a flat piece of metal with no edges for baking cookies, scones and other items that have a batter that has integrity- that is, the batter stays where you set it and doesn't flow outward. Think scooping into lumps versus pouring. That said, a home cook without all the kitchen space to have both is likely using a jelly roll pan, which has edges. The only issue with using a jelly roll pan for cookies AND sponge cakes (like jelly roll cakes) is how you are treating the pan. I suggest always (and I mean ALWAYS) use parchment paper or a silpat. If you are also using it to roast vegetables on this pan you absolutely need a layer between the vegetables and the pan. If you have too thick of a layer of burned oils on the pan, your sponge cakes will bake unevenly.
